About this Ministry
PVI is an outreach of Gospel Truth Ministries (GTM), a ministry based in Cincinnati, Ohio, with a worldwide vision and impact. See our ministry's guiding faith, goals, and the ministers serving them.
The Faith
Gospel Truth Ministries and its ministry school, The Prophetic Voice Institute, have always used the Apostles' Creed to define their fundamental faith in God:
- I believe in God the Father, Almighty, Maker of heaven and earth:
- And in Jesus Christ, his only begotten Son, our Lord:
- Who was conceived by the Holy Spirit, born of the Virgin Mary:
- Suffered under Pontius Pilate; was crucified, dead and buried:
- He descended into hell:
- The third day he rose again from the dead:
- He ascended into heaven, and sits at the right hand of God the Father Almighty:
- From thence he shall come to judge the quick and the dead:
- I believe in the Holy Spirit:
- I believe in the holy catholic (universal) church:
- The communion of saints:
- The forgiveness of sins:
- The resurrection of the body:
- And the life everlasting. Amen.
The Purpose
"The things which you have heard from me among many witnesses, commit the same to faithful men, who will be able to teach others also"(II Timothy 2:2).
It remains to be seen what a trained, motivated, and anointed group of disciples can accomplish for the Kingdom of God!
The Prophetic Voice Institute makes supernatural equipment, in the form of sound, scriptural knowledge, available to every believer--which they can then use to make an impact upon the world.
- For the layperson, a firm foundation taking him/her "from decision to discipleship."
- For the deacon (helps ministry), a "breakthrough into apostolic power."
- For the full-time minister of the Gospel, "the depths of the knowledge of God's Word."
The Possibility
"But the people who know their God shall be strong, and do exploits" (Daniel 11:32).
The outpouring of the Holy Spirit on the Day of Pentecost rocked the world.
Again, in the early 1900s, the Spirit of God was poured out in unprecedented proportion, initiating a worldwide revival.
A generation later, a new wave of apostolic power hit the nations in the "Voice of Healing" revival.
The Lord inspired Dr. Joseph Kostelnik to establish The Prophetic Voice Institute to promote yet another "move of God" in the 1990's and beyond.
The Courses
There are three courses which may be taken, and three respective, optional diplomas which may be received:
- Diploma in Discipleship
- Diploma in the Deaconate
- Diploma in Ministry
Each course must be taken in order, regardless of previous theological education or experience in ministry.
We do not currently offer licensing or ordination of ministers. While we have the ability as a school and ministry, Dr. Kostelnik currently does not feel led to offer this.

The Staff
Rev. Joseph Kostelnik, Ph.D.
Founder/President, Author
Rev. Kostelnik is an anointed minister of the gospel with 30 years of experience as: pastor, Bible teacher, evangelist, missionary, author, educator and media minister.
He holds a B.A. (Point Park University), M.Div. (Asbury Seminary), D.D. (Kingsway Christian College & Theological Seminary), and Th.D., Litt.D., Ph.D. (International Seminary).
Dr. Kostelnik is the founder and president of PVI and is the author of all three Diploma courses.
The author of over 20 books, and preacher of over 2,000 sermons, he has completed 50 short-term mission trips to 15 nations with "signs following." He also pastors a local church in Cincinnati, Ohio, White Oak Chapel.
Rev. Barbara A. Kostelnik, Th.M.
Vice-President, Author, Speaker
An ordained minister, Barbara holds a B.A. (Carlow College) and a Th.M. (International Seminary).
She is the author of Feminine & Free and The New Age & The Old Lie.
She has traveled extensively and served as soloist, Bible teacher, ministry assistant, and counselor for over 30 years. She also occasionally teaches at GTM's local church, White Oak Chapel.
Rev. J. Solomon Kostelnik, A.A.
Webmaster, Minister, Student Liason
Solomon is the only child of Joseph and Barbara Kostelnik, is a graduate of the Prophetic Voice Institute. He also has an Associate of Arts Degree in Ministerial Studies, and is a Graduate of Theology, from International Seminary. He is currently working toward a Bachelor of Arts Degree in Religious Education from the same school.
Solomon has completed the Beginners and Intermediate levels of Introduction to Biblical Hebrew, taught at Hebrew Union College in Cincinnati, Ohio.
He is ordained by and ministers at White Oak Chapel, while also teaching there and online through email and his personal ministry website, NakarYahu.org.
Solomon serves at PVI by maintaining the websites, replying to all correspondence, both via email and postal mail, and copying and mailing out the printed courses.
Jeffrey Laine Eldred, M.A.
Academic Dean
Jeff Eldred received his secular education, A.A., B.A., M.A. from Morehead State University, and his theological training from International Seminary.
A veteran of over 25 years in journalism & communications, he has wide experience in Christian media.
Jeff serves as dean at PVI, by grading the paper versions of the course exams, which are taken by students in order to receive a diploma.
